"you had a visitors visa in 2004..yet you have a NHI number. Visitors do not obtain these, as they are simply a visitor. So this may be one of the issues going against you. They may see you as a potential immigrant/overstayer. Also why do you have a UK atm card? Visitors already have bank accounts from their country, and an atm card from that bank. Visitors usually don’t (I have never heard of it) open bank accounts in a country they are just visiting.It sounds like you have some major explaining to do.Donna "

"The Green Card is for use only in the United States. It is not a substitue for a Visa in other coutnries. Taiwan would not accept it for anything.They would not evey know what it was.You would have to visit the Taiwan Govt web site and find out about visitors from the main land. Was this answer helpful? You need to go through a very complicated process directly through the Foreign Ministry. Even the embassy can’t issue you a visa, but they will be able to provide you with more information on the process. "

The reason for refusal would have made quite clear to you at the time and yet you don’t mention it in your question.The only reason you would have a National Insurance card in your name is if you were working. If you were on a visitors visa, you should not have been be working. The fact that you have a UK bank account in a country you are only visiting is not that unusual, but added to the NI card it is almost certainly looking as though you worked when you were last in the UK. UKBA can now check bank accounts of people seeking entry to the UK. If you have had regular payments such as a salary paid into it from a UK source, or made regular cash payments into it when you were last in the UK, that would prove you broke the conditions of your visa.If this is the case, you will almost certainly be refused a visitors visa again. You will also struggle to get a visa in any other EU country as immigration information is shared between the EU countries now. "
